Ask the current owner for the information contained on the warrranty plate riveted to the rear face of the driver's door. Hopefully it is original to the truck. It'll state the GVW on the bottom left of the plate.
16 feet? It can tow 16 feet all day... but the important question is what would it weigh? Dual axle trailer?
I foresee power disc brakes, an engine oil cooler, a trans cooler (with AT), and power steering as highly recommended equipment.
FEs aren't known for MPGs - around 10 MPG typically, so be prepared for that reality.

It will pull it fine. But it won't do it fast. 360 isn't a horsepower producer, but the torque is adequate. Just don't expect to get anywhere fast and you'll be fine.
I tow with my F-100 semi-regularly and the problem there is manual drum brakes. But a F-250 should have power disc so you'll be ok there.

I have owned a 1968 camper special for 30 years. It can tow just about anything that has wheels. the modification I added were adjustable air shocks. As far as I know 1968 trucks did not come with factory disc brakes...... and yeah 10 to 11 mpg no matter the conditions.
IIRC, donors up to and including consecutive unit number M80,000 would be "correct" as correct can be as an early disc'ed F250. After that the brake set up changed. Here's a good how-to and pictorial by FlyBoy: Started the disc brake conversion - The FORDification.com Forums
I''ve got most of the parts to do the swap on my '71 F250.

What works for one guy don't mean the next guy will get the same.
As we all live in different parts of the country from sea level to the mountains higher elevations. A long with driving habits plus tires & rear end gearing to towing.
Daily driving habits don't seem to be the same as when trying to get the best mileage runs.
Also having Power steering and AC can drag down gas mileage.

I wouldn't count on it, as these beast are hard to mike out mileage but may help some.
