When I turn the control to heat the AC compressor kicks in. If turned to vent it does not kick in. Any ideas or was this just a design flaw.
The compressor will run if you put on the defroster, even on heat. Pulls the humidity out of the air. Many cars have done this since the 70's, maybe longer.

What you've described is a normal function for the AC compressor & what you've found that it doesn't run in Vent, is the only position the compressor doesn't run & is how its factory wired.
Below a certain temp in winter the compressor won't run at all, but when the temp warms up above that set point (your owners manual gives that set point), it'll run. Keeps the windows from fogging up & circulates the ac lube in the off seasons to keep the seals & gaskets happy so they don't dry out & leak so fast.
