Check the linkage first, if that is free then check to make sure you don't have a very large intake leak.
I once put a carb back on a 200 6 cylinder with the carb spacer cocked. It revved to the moon, by itself.

Try to manually (by hand) to open and close the throttle where the cable stops at the TB. Mine got stuck there a couple of weeks ago. I'm not a FULL THROTTLE kind of guy. Just a bit of hesitation from the engine and a little pumping later and I was flying! After a bit of back and forth action and some lubing I was set to go!

Gamehunter , I'm from California but now we live in Oklahoma, a couple of guys I work with are from Williston N.D. we're all 37+ so I don't know if you would know them from school or what not
