vacuum problems rough idle. Please Help!

vacuum problems rough idle. Please Help!
my 1988 f250 with a 351w is idling rough. I think its the ported
vacuum switch because it always has vacuum pressure even when truck is not running. also the vacuum arm (not sure of real name) on the top of blower motor housing is always engaged instead of engaging when u start truck. need to know location of ported vacuum switch. I know that the vacuum arm (not sure of real name) is good because when I got the tuck it was disengaged. I spliced white vacuum hose together now it is always engaged. only losses vacuum pressure if truck sits for long periods of time. this truck is pretty solid and I would like to keep it but this problem is killing my mpg.
only getting 7 mpg even with full tune up. any help is greatly appreciated thanks
