cheap lift

For the front it depends on which coils you currently have. Is your truck a 2WD or 4WD? The spring with most lift from factory will be a plow prep spring. For 99-04 they are called a X code, and you can identify which you have by looking over the sticker on the inside of your door frame.
5" on factory parts is not going to happen though.
The most you could gain from the lowest gas F250 4x4 to the highest diesel F350 4x4 in 2006 is 4000# coils to 6000# coils up front, and the addition of an auxiliary spring in the rear leaf pack. To get that, you'd have to find an F350 with the heavy service suspension, camper, or snow plow prep packages, and your F250 would have to be a 5.4L, probably a regular cab long bed XL with zero upgrade packages. Check the VIN sticker on your A-Pillar below the driver's door latch, if your FGAWR is 4800# or higher, even swaping in 6000# coils will net maybe 1" in height, in exchange for a harsher ride. If you swap in from pre-2005 you'll be donwgrading, and post-2008 the leaves are longer and won't fit without replacing the spring hangers.
To get 2" in the front, you can use an upper or lower spacer, Then in the rear you can get 2" in the back with a rear suspension spacer swa:

With reference to the Excursion, are you talking about people buying X-code front springs, and then adding in leaves to the existing packs? It won't do you any good to add in leaves from an F350 in the rear, you'll already have an identical main pack anyways. You'd have to find an actual add-a-leaf package that fits in between two existing leaves without being the identical length.
You can't add 5 inches to the front of a 2006 without either relocating the radius arms or putting in longer ones, it's simple geometry in the suspension and steering and it just plain won't work.
See page 31 for spring information:

No way.
No how.
5" lift by swapping to f350 springs no matter the 250 springs you have will not get you 5 inches.
Moreover the suspension makeup on these vehicles being solid axle is simple. There is not much to lifting them therefore not many components therefore not very expensive. Ha ha.
I'm sure you can get some lift front coils and then get creative to lift the back using add a leaf or block or both.
But there is no ultra cheap answer for your quest.
Good luck.
