The fuel pump vacuum line is not where you need to hook up the gauge. The whole point of that is to maintain vacuum during low vacuum situations so the wipers don't just stop.
Connect it to a proper manifold vacuum source and check again to ensure that you got the correct numbers. Maybe you can simply disconnect the fuel pump vacuum function and still use that line, but you need to make sure that the pump has no influence on the vacuum reading.
It does sound like you got it running better, though. If you really want it to run good, get that mechanical advance distributor.

I can disconnect the short rubber hose at the fuel pump itself and hook to that. That way I am plumbed straight into manifold vacuum before the fuel pump.
I would like to run the 57 and up dist but I just don't see how I could run it and still use the original Holley 4000 as I will be rebuilding this and putting the original manifold back on.
Unless I just say screw it and get a '57 and up 4bbl intake and run a '57 style autolite 4bbl.

I checked it at the fuel pump but before where I was reading pure manifold vacuum. Same readings at 850 rpm idle in park/neutral I was reading 17 to 18 inches of vacuum.

The 57 up distributor will work perfectly fine with the Holley 4000. It is mechanical advance and the carburetor has nothing to do with that. The vacuum advance for the '57 up is for economy and can be left disconnected or you can use manifold vacuum, but you cannot connect it to the Holley 4000 vacuum port.
The 57 up distributor will be an upgrade over the original Holley 4000 and load-o-matic, no matter which carburetor is used.
