Extra crossmember?

I just bought this Frame and realized it's got an extra crossmember behind the radiator crossmember.

Any idea what it's for? Looks like it might make a nice transmission crossmember.

I'll have to look at my truck. I thought I didn't see it in my 272 powered 56. Not in my 56 panel but it has a 351C and FMX in it now. My 54 has a Monte Carlo IFS and my 55 had a 6 with a 4 speed. So you can see my confusion.
