The ICM has nothing to do with the fuel system.
If you pushed the button down on top of the fuel cut off that is how you reset it.
You need the button on top to come up to turn off the fuel system.
Putting a gauge on the fuel rail will not do anything to the running of the engine, it just reports the fuel pressure in the fuel rail.
