Factory brake controller

on my 07 SD, does the truck need to be moving to provide proper voltage thru the RV brake controller connector? I ask because if I only jack up 1 wheel on my trailer, spin the tire and apply the brakes on the truck the wheel wont stop. I have confirmed that the emergency brakes on the trailer function when pulling the pin.

True. YOu have to be moving about 5MPH when applying the foot brake..... HOWEVER, if you have someone apply the hand control on the brake controller, it WILL stop the wheel - IF it is working correctly.

Here is some very good info on the TBC system. It's a bit more complicated than most other systems and testing with the vehicle stopped is kind of sketchy for the DIY person. The article does give a couple of options for a basic system check and some easy to understand discussion of how the system works.
