Could be a bad blower resistor PCB(board) that shorted verses the more common open. <$30 part. Check its connector too.

Impossible, it cannot work that way.

Is this a manual or an automatic climate control system? If auto, it's probably a faulty blower speed control module.

I've seen the connectors melt to where there is full 12vdc applied through the ground with fuse intact...motor ran regardless of fan selector or directional selector switch positions....not necessarily in a Ford, but yes possible.
To the OP that tid bit of info is useful. The climate control system is much different from the manual system. Im not up on Fords climate controls only the manuals. You need a schematic and the ability to interrupt one then dig into the dash. Generally not a DIYer thing if you dont have a print and a decent VOM.
We'll rely on projects recommendation to look at the speed control mod first. If that doesnt do it as I said I dont have a print so this is as far as I can go for you on line. You will need the pin outs to probe the module for outputs or you could just take a chance and replace it. Not sure on the cost. Post back either way to close the loop.

Hey guys Thanks for all your help i was able to fix it and it turned out to be Fan PCB. mine is located under the hood on the left side right by the blower motor. it was a bitch to get the second screw out i had to bend one of my tools to get it out. in the images you can see the PCB and the part i replaced. you will need to either know how to soldier or take it to a shop and have them do it for you. i did it and it took me all about an hour to do. the part was $17 plus shipping. a new PCB cost $170 and thats not the OEM.

Good Luck to everyone and thank you.

Resurrecting an old thread. I want to pull the blower motor controller (yes, I have EATC) but have not figured out how to move the ac accumulator so I can get to the lower screw. Any advice?
