What is this and should there be a hose connected to the end on it? 1996 5.8L

It's a silencer for the smog pump bypass and is not supposed to have anything connected to it. Are you missing the oil fill cap on the valve cover?

Thanks, Yes I'm missing the oil cap right now. I just installed this 1996 5.8L in my 1994 Bronco and still hooking things up.
