Some inspections are kind of stupid. I was working at a gas station when NY started them..some of the vehicles that were on the road were outright dangerous. One NY part of inspection requirement that somebody snuck in...for medium duty vehicles (our trucks) "if the exhaust makes more noise than the engine while running, it won't pass inspection.

My son got a reprimand from NY DMV (They control inspections in NY) for failing a vehicle for faulty brakes, because the lining was not down to the metal. The lining was cracked and less than 1/32" thick. DMV says that is safe for the road.
