And we have a successful full install on Win 7 that does not lose its settings when you lose power or reboot. I wish I had my tablet here to test on Win 8.1 I will move the virtual over to the tablet this coming week and do further testing.
Once i get the testing done I can upload the steps to get it installed and maybe just post a link to the actual Virtual machine I created so you can just download it and it will run and you wont have to go through any install procedures. Depends on my available space on my FTP server.

How much space do you need? I have some available for testing purposes
I now have KitKat 4.4 installed in a VM on Win 8.1 32bit tablet hybrid.
I had to move things around a bit between internal memory, SDCard, and USB hard drive, and am now moving it all back to eliminate the USB hard drive from the equation.
It's late, so I cannot test with bluetooth tonight, but VMWare Player does have the option to "Share Bluetooth with Host" and it is automatically selected, so it sounds promising.
I'm running VMP 6.x, 32bit, free version.
Between us, I think we are closing in on it...(Fingers crossed!)
Ya it works great for me! the only issue I am running into is the Resolution of the gauges is off but the rest of the program (menus) all are fine. The gauges are cut off on the right and bottom sides.
How about a manual rotation on the Android side? (Put it in landscape mode to change the aspect ratio)
I wanted to make a neat file for the VM like you did, but I went through so many different steps and moving it around. I have about a dozen files in the directory, even though I told it to put everything in a single file.
I haven't really been using VMWare for the last few years, my need for emulating XP dropped significantly after I lost my Win7 Pro upgrade during a system rebuild and my VMs were all corrupted.
It was a sad day and led to this 16TB NAS
You're doing a great job! I have room to try a 32bit version of what you have, if you're still up for it?
I'll just drop it on my 1TB USB drive, which I'm pleased to say powers quite nicely from the keyboard USB on this Acer.
