EBV delete and IAE delete

so i'm going to be getting a new turbo soon and considering doing these deletes but i'm wondering if any of you have done them and live in a COLD area of the states? if so how do like or dislike the delete.

my understanding of doing this is it doesn't affect cold weather "start" up only how long it takes to warm the rig up...right? also I think I've read for the IAH to even work there are several conditions that apply?

Yes the AIH needs a couple of parameters to be met and it is basically to prevent excess smoke when idling in cold weather on a cold engine. EBPV is good to have if you tow, can be used as an "exhaust brake" of sorts with a decel tune.
