Sync and phonebook problem

Sync and phonebook problem
I have updated my Sync to 4.4, and have now lost my phone book. I have tried everything I know, or can read on how to get my phone book over to sync from my I4s I phone.
I have even deleted my phone and paired it again 2 different times, and it says downloading phonebook, and download completed, then no phone book downloaded. Automatic download is turned on.
I also tried to just add contact and it still does not download.
Any help would be appreciated.

She stayed with me and my ignorance.
It seems there is a small blue I at the end of the SYNC line on my Iphone 4s.
Pushing it took me to a place that had the,
All Contacts turned off.
How that got turned off, I don't know, because I didn't know it was there.
Any way, Thanks very much to Kim, for all the help.
Turning that on solved the problem.
