Wastegate issues

1999 F350 Dually and my dad has a 2001 f350 Dually and when it is cold outside it sounds like his tail pipe turns into a vaccum suction sound but my truck does not he said it had something to do with wastegate

That isn't the wastegate. It's the exhaust pressure regulator. When it's cold, the PCM commands it closed to increase engine load in an attempt to warm the engine faster. Sounds like it's working fine.

So for my truck to warm up quicker i need to replace the EBP sensor located at the front of the engine right behind the idler pulley ???

The IAT signal provides air temperature information to the PCM. The PCM uses the air temperature information to operate the Exhaust Back Pressure (EBP) system and to determine the cold idle set-point. During long idle periods at cold ambient temperatures, the set-point will increase engine rpm. The EBPS commands a Butterfly Restriction Plate to assist with warming the vehicle. There are other things as well, but this covers your question.
