I can't see where it's connected, but it looks like someone added a cooler for the power steering. Granted, that isn't a factory application, but Ford did have power steering coolers on some trucks. if you follow the inlet and outlet, and they're connected to the power steering pump on the low pressure side, that'd be my guess as to what it's for.

Correction.......That is a factory PS fluid cooler/heat exchanger. It is bent over.
Here is my one-owner, generally unmolested 71 F-250 with such a cooler.
.. and I've seen plenty of them in the salvage yards.

That is a heat exchanger to transfer heat from working fluid to the surrounding air, usually placed in the cooling air stream ahead or behind the radiator/fan. Yours has it behind the fan. Some were installed in the automatic transmission line, too, usually in a way that road draft under the vehicle would pass through the exchanger to pull heat out of the cooling fins.
They were usually situated so that sediment and sludge would not accumulate in a low spot of the exchanger, thus the upright-ish orientation of the unit.
That's a good item to have, if properly maintained.

Reason: Doh! HiOSilver beat me by 3 seconds! GRRRR! ;P
Just like HIO said "That is a factory PS fluid cooler/heat exchanger" I was pulling them when I saw them in the wrecking yards. I do have a few of them. Cool item to have.
Here is a picture of that 1970 F-100 (from another Bump site) with only 358 original miles on it showing the power steering fluid cooler properly installed.
The one on my 70 F-350 leaked last year and I bought one similar to it at NAPA. Had to retrofit it to get it on the bracket but it did the trick. Don't have any pics of it now but I can guarantee you it doesn't look as clean as the one above!
I never really knew what this was for, but is this a small oil cooler for the engine on my '72 390? It seems to be leaking motor oil.
I see a A/C compressor mount bracket behind and below it. I believe originally that P/S cooler was bolted to the side of the compressor. Seems like I've seen that before.
