2001 E150 Auxiliary Power Point (Plug) Help

The Plug is located on the dash just above the cigarette lighter (see my photo). It doesn't work when I plug in any plug - refrigerator, FM Transmitter, etc.
The Owner's Manual states that there is a second power point behind the drivers seat. There is and it works fine. I don't know if both of them are on the same circuit.
So, I went looking for the fuse. There is one 20A fuse located in Location # 37 that is titled Power Plug. My first question is Does this fuse control the plug? I can't find any other Description in the Owner's Manual that comes close.
I verified that the fuse is good using my multi-meter. If this is the correct fuse, How would you proceed to find out the problem? I don't know how to remove the plug. Any help will be appreciated.

I'd check the inside fuse box positions #23 (20 amp) & #28 (25 amp) first though. My 2000 EVTM shows those as the only two fuses even close to being for the power point plug-in. In fact I'm showing #37 to be an unused position.
Is this a Club Wagon trimmed van? If so then there might be another fuse in the underhood fuse box, aka Central Battery Junction box.

JWA - I completely missed the power plug at location #28. I just went and looked. No fuse. I quickly switched out a fuse from position 37 and voila, power to the plug! I just love it when there is a simple fix. Just a quick trip to the auto store to buy some fuses. I've owned this van for 14 years and just never had a need for the plug. I do wonder why it wasn't there but I'm not going to obsess over it. I also learned about the under the hood fuse box from you guys. Thanks!
If you'll be DIY'ing things like this in the future invest in a printed factory EVTM---found on eBay, usually $20 or so for one in great condition.
