Why no thrust washer?

Why no thrust washer?
My right front hub checked out on my '00 F250. Vacuum seal was toast as well so I'm replacing everything. When I took it apart there was no thrust washer like in the pic below. This is my first time going into the hub so what gives here?

My best guess is that someone was in there before you and forgot it. The other reason they are left out sometimes is because reassembly can be a tight fit. Getting the thrust washer and the other washers in behind the clip can be tough. Some people give up and leave parts out to get the clip on.
I had issues with mine so I took the base/flang off my homemade seal install tool, slid it over the axel and tapped on the clamp (lightly) until it dropped in the notch on the axel.
