I found the little fuse block that holds the 10A fuse for the running boards, replaced the fuse still no lights. Next checked to see if power was at the fuse slot, no. Checked other fuse slots (Audio Electronics, amp, PCM memory) there is power to them. So my question is where does the power come from to the running board lights? Is there a relay or another fuse in another block?

Ok, I finally got hold of a 98 diagram. The info I gave you off the 99 diagram was not quite correct, but you got some of it anyhow.
You are correct, there is a mini fuse block with a 10 amp fuse. What's a little confusing, is they fed this fuse from the trailer charge relay. It seems if the trailer charge relay is active, this fuse will not have power. I don't quite understand that part.
So, find the battery charge relay, it should be in the underhood fuse box. Pull it out, if it doesn't click when you pull it out, that little fuse you found should have power(we know it doesn't already). Feeding the relay power for the 10 amp running board fuse is fuse #16, 40 amp in the underhood fuse box. Check that fuse.
If the relay clicks, then take a pull out fuse #29, 10 amp in the interior fuse panel.
Let me put the diagram in here. Maybe you can see what I am talking about.

In the lower middle of the above diagram you will see a 10 amp fuse that says "engine module". That's the 10 amp fuse you found. I also found out after the power leaves this fuse, it goes through a courtesy lamp relay that turns the board lights on and off. All that is not on this diagram but if you don't have power on that fuse, your problem should be in this diagram somewhere.

The place I work at now has Alldata. I have a 99 manual, and autozone has great diagrams for around 2000-2005. Autozone's diagrams for earlier than 2000 are terrible, and while I have a 1995 cd and a 1996 cd, I don't have any others.
