I have a 98 f-150 that will not pass emissions testing inspection. The truck runs fine, no check engine light, no codes except the ones for systems not ready. This involves the o2 sensors, the egr system, and i think the catalyst. the truck has been driven 300 miles since last serviced. My scan tool shows all seems to be well and working. I dont have the emission book from ford to do a lot of truble shooting, like i do on rocks. The truck has the 4.6 motor, and is hot when tested.
How hot was the truck? Fords will not pass MEIP test if the are running too hot. Not over heating just running hot. Also you need to read your owners manual on how to reset the computer and have it "learn" engine control. It maybe recent work on the truck is messing with the computer. IE, if the air filter was extremly dirty and you changed it on the way to the Inspection station, you will most likely fail the test if the computer hasn't had a chance to "learn the new air filter.

Thanks for your input. The truck was at normal temp when i said it was hot, i should have been more descriptive on that The truck has 500 miles on it now, since the last oil change. There has been no history of electrical problems or repair, or battery replacement. It just wont go into ready status for testing.
