yea i know late for a reply. I have noticed when its hot hot out or when the engine is over the halfway mark in the temp gauge it will make the hissing. One time a friend saw a small cloud come from the truck under the hood. As for the power steering, the engine does not fully stall out. its like the engine keeps running but not power comes from it. Not even pushing on the throttle give its power.
I asked about the fan clutch based on the remark that when the engine gets "hot" there is a "hissing" sound. By design, the clutch fan mostly freewheels when not needed, but as temperature increases, the fan clutch engages and the fan makes more noise. If one was not used to that sound, one might think something is wrong. Of course the fan noise may not be what the OP describes as "hissing".
I asked about the coolant since a small coolant leak can cause a hissing sound or if the coolant gets on exhaust manifold(s), the sizzling coolant can make a hissing sound.
For the clutch part, ill be getting a new clutch kit next year. My throwout bearing is screwed and I burn up my clutch here and there but only in reverse.the clutch is not slipping yet. Like i said i wont touch the clutch but i have been under my truck many times (just looking under it out of boredom and to see how bad the rot is under my cab floor) and i see no part like that under my truck. and GLR i sent you a PM on where i am located. and ill take a look when i know my truck will do it to see where the hissing comes from. Currently all the driving ive been doing is highway and very little city driving. So its been staying cool
I think you guys are talking about two different clutches .
Bingo!!!!
Again, David is asking if your radiator cooling fan has a clutch on it similar to the picture posted above... this is entirely separate from the clutch connecting the engine and transmission and the two are in no way related...
AAA ok ill look at that, where on the engine shall i look? https://goo.gl/photos/mRXdmjz97fHXiksN6
This is what everything looks like, of course i can take more after work once i get home

Look at where the radiator cooling fan connects to the front of the engine, it's all covered up by a plastic shroud and there are belts and hoses in the way but you should be able to figure a way of seeing into there.
The area is shaded in blue in one of your pictures (which I copied and edited):
