I'm going to say it's a Throttle Kicker, generally bumps up the idle speed when the A/C is on.
Some of those doodads in later years totally close the throttle plates when the engine is shut off to prevent run-on but yours isn't computer-controlled so that wouldn't apply to you.
A 1982 already has a Duraspark II ignition...
