If the cable snapped, are you sure the brake didn't disengage? If it didn't, grab the end of the cable, or get under the truck and grab the cable next to the frame rail with a pair of vice grips and see if you can't jerk the cable enough to free things up.

The brakes should retract themselves. The dash light has nothing to do with the brake being applied if that's what you're worried about.

Can you grab the broken cable with a pair of vice grips & try to get it to break loose ?

Seems like if the cable snapped then it should be "free" and the brakes should have released, as the "hold" is in the foot pedal assembly, correct? Silly question I know but did you try to drive it to determine if the rears are indeed grabbing?

If the cable snapped, the pedal to the floor means nothing. If the park brakes are truly stuck, crawl under the rear of truck with a tire iron, mallet, piece of wood, or your least favorite wrench and strike the lever at the end of the cable (behind the wheel). Knock it away from the cable support.

OR...if your refering to not being able to "release" the pedal itself, you should be able to hold the "release' handle and lift the pedal up. This should undo the wratcheting system on the side of the pedal.

Cant see how the p-brakes are at full lock, with a broken cable?

A parking brake switch will prevent the CC from working, but that's the only issue I know of. But hey... if he has a modern head unit, he can now watch DVDs while he drives.
