My 2001 Excursion's 4x4 low and high do not work at all. Any chance it could be a simple issue? I bought the vehicle last spring and didn't notice any issues until it started to snow.
When you have a A/C on, does it default to defrost?
If so, you have a vaccum leak at one of the hubs and your lines may need to be replaced.
You should also consider greasing your hubs as this is a commonly neglected maintenance item. Riffraff Diesel sells a fitting that works perfectly and can save you the cost of having to replace hubs.

Do you get the proper associated dash lights? If not I'd start with troubleshooting the switch, double checking the fuse/relay, etc.

Could also be a vacuum leak, front hubs are ESOF setup and the lines are just standard soft line rubber that'll deteriorate over time.
Greasing up the hubs wouldn't be a bad idea as they tend to get forgotten and neglected. Clay at RR sells a nice adapter for greasing simplicity.

Does it switch to LOW range but not engage the front axle, or does the transfer case not respond at all? (Mine would shift to low range but not engage the front axle... the new vacuum solenoid fixed that in about 2 minutes of work.)

It doesn't appear to change/engage at all, but I'll investigate further.
The heater defaulting to defrost could be a vacuum leak at the hubs when you engage the 4 wheel drive. Have you tried manually locking the hubs? It sounds like you have a vacuum leak for sure. If the transfer case isn't shifting to low range you have another problem. Remember you have to hold the brake for it to shift to low range. Find an icy spot or jack up a rear wheel, put it in gear and have a helper see if the front driveshaft is spinning.

The vacuum leak is important in that your hubs won't engage via the ESOF controls. If you have the manual locking overides, you can always engage the hubs that way. However, that leak isn't the cause of your particular reported symptom of no activity at all.
