'97 F-250HD, idles nice until throttle is opened
The truck starts and idles nicely, until you touch the throttle, then the engine will rev accordingly, but not drop down to normal idle. I don't have a tach so I'm not sure what RPM it's racing at, but it sounds like between 1000-1500. Did the old carb cleaner trick and sprayed down all the vacuum tubes, no change. Has a new idle control valve, and has clean butterfly valve areas. CEL is not lit. Any suggestions guys? Thanks.

I think I found the problem, the TPS is very wonky. Checked with a multimeter, and the voltage spikes all over the place once the throttle is touched. Was at .97 volt with throttle closed (and not touched since key on), but as soon as the throttle was touched, it spiked to 5 volts, and then moved up and down between 0.2 volts and 5 volts, seemingly at random.
