You might be able to rotate it with a pair of pliers then use a screwdriver and hammer to get it off. Not sure what size clip on your truck but it may be the same size as the front brake line clip which are cheap at any parts store. If it is the smaller 7/16 I think I have only found them at repro parts suppliers.
Are you talking about the clip that holds the cable housing to the assembly? Have you disconnected the rest of the cable clamps? That should allow you to wiggle it around and loosen it up.

Anyone know what the part 2279 fastener goes into? I seem to be missing that part.
