It can and most of the time it is. But check the other options first.

No, most of the time it means the inertia switch is tripped and needs to be reset. You reset it by pushing down the red button on top. Some times the inertia switch is bad.

I will check the ground!

Is it common for inertia switched to go bad?

Not common but others have reported theirs being bad.

You need to ground pin #6 of the self-test plug and turn on the key. Then check the wires going into and out of the inertia switch with a loading test light.

The multimeter will confuse some in this fuel pump circuit. The multimeter will work only if you understand that any voltage reading less then about battery voltage is no power on the circuit. In other words with the fuel pump relay open you can read about 7 volts in this circuit with a multimeter. The power is coming from the IDM pin #8 of the PCM Computer. A loading test light with a incandescent bulb should not light but the LED test light will.

IDM = Ignition Diagnostic Monitor: Monitors operation of the ignition system.

I have about 7 volts at the plug for the fuel pump. So would that mean everything ahead of that is good?

How would I get to the idm?

No it means everything ahead of that is bad if you want to put it that way.
Maybe you should reread post number 19 above.

The IDM is in the PCM Computer and comes in on pin #8 of its plug.
Look at the diagram I posted.

Well shoot! I've swapped my relays (horn and fuel pump) and I looked at all my fuses. How do I access the idm?

The IDM is just information going into the PCM Computer at it's pin #8. The IDM wire from the PCM Computer splices into the fuel pump circuit after the fuel pump relay and before the
inertia switch.

Why do you want to access the IDM wire?

I am only getting 7 volts to the inertia switch. I don't have a test light im hoin to have to pick one up

If you are only getting 7 volts to the inertia switch you are not getting any power from the fuel pump relay.
Try grounding pin #6 of the self-test plug at KOEO by shorting it to pin #2. The fuel pump relay should close and give full voltage to the inertia switch.
Let me know if you get full battery voltage with the fuel pump relay closed.
If the fuel pump relay does not close shorting pin #6 to pin #2 at KOEO try grounding pin #6 to the NEG battery post.

Note without grounding pin#6 of the self-test plug at KOEO and turning on the key you will only have full battery voltage at the inertia switch for one second and then the fuel pump relay drops back out. This happens each time you turn on the key.

Grounding pin#6 by shoring it to pin #2.

I've got full 12 volts to the inertia switch after I jumped the test plug.

If you did a that by shorting pin #2 to pin #6 then more than likely you have a bad PCM Computer or no power to the PCM Computer.
