That's what it is...the fuel is shut off, just like you said for a temporary time...like 1 or 2 seconds.

If that is the case, then it would be nice then, to replace the stock fuel pump with an aftermarket one...but leave the old one still connected to the computer, so it thinks it still there. In theory, that would remove the speed limiter
