So in order to get my hood to open, I have to pull the hood release lever in the cab, go pull up on the hood itself, then pull the release lever again, and pull on the hood to get it to finally pop. Is this a cable perhaps going bad? Or another issue I need to fix?
Your spring is not in the right place or needs to be replaced. When you pull the cable it's supposed to "pop"the hood but you're having to go and lift it the rest of the way. You're doing it's job. There is your problem
My 05' does this. I found the sweet spot above the right headlight that I gently pull up on and it pops right up. I may worry about it one day, maybe not. As long as it opens fairly easily. I call it the tamper resistant engine bay...lol.

It seems like the "striker" (z-shaped heavy wire/bar attached to the hood) is hitting one side of the latch (I can see it with the hood cracked open, and see the bare, shiny metal on one side of the latch) but I can't figure out how to adjust it. The latch moves up/down but not side-to-side and the striker doesn't move at all.
I've screw'd with the latch a couple times and didn't improve it at all. I tried turning the z-shaped bar around on the hood but it's too well made I guess... it fits the same both ways. I tried bending the "u-shaped" loop that goes into the latch in a vise but it didn't really bend.
I did manage to go from a "dead" feeling cable (no "pop" when you pull the lever) to a distinct "pop" from the latch by putting a couple small washers under one side of the z-shaped striker on the hood last night... but the hood still does not jump up out of the latch into the safety latch the way it should.
