Dip stick leak

Dip stick leak
I followed all instructions from other post and still have a leak coming from the lining up piece of the flange. Only place I might of think I messed up is when you put new o-ring on does it have to be pushed on or just slide over part sticking out ? I slid o-ring through the hole over threads, but didn't know if I had to push further over in slit or just tighten up?
Any suggestions appreciated
