so my eot and ect are at times almost 20 degree difference when I am going up a steep grade it can get up to 245 on the eot. I am thinking my oil cooler is plugged up would flushing the cooler be a good idea before I go out and get a new cooler or is it just time for a new cooler?
While you're right that 245° is gettin up there a little, the accepted spread is 15° Or less, unloaded, around 65mph, cruising on level ground. It can vary a lot towing in the hills so it's important to be precise with the conditions in order to compare to the benchmark.
If you're getting a difference of 20-25 degrees level at 65, your oil cooler is likely clogged.
It would be good to flush the entire cooling system and run it long enough for any debris broken loose to become lodged in the old cooler before removing/replacing it with a new cooler.
(you want to try to minimize the amount of debris remaining in the system getting into the new cooler)
You want to do a flush with VC-9 before doing an oil cooler anyway, so if you want to see if that solved your temp problem just refill the system with coolant after the flush and see and if it doesn't then all you are out is the cost of the coolant. Just curious, what do your ECT,EOT and TFT temp sensors read after an overnight cold soak? They should all be within a degree or two of one another.
Did you flush the coolant when you first got the truck?
What coolant does it have in it currently?
If you replace the oil cooler, I would recommend one from Ford (if you are not going to bite off the expense of an external oil cooler from BulletProofDiesel).
No I did not flush it when I bought it. It had a new radiator and degas container when I bought it I assume that they put in the proper coolenr but not sure. It would not surprise me if the dealer used the green or a universal coolent
So went for a drive on the flatest ground I could find and at 65 my eot is around 228 to 230 and ext is at 188tto 190
You need to replace the cooler. It's likely plugged.

Doesn't matter.
Do a thorough flush following the technique in the "sticky" , with a cleaning agent (Restore, VC-9, etc) with the old cooler installed...........
Then replace the cooler. Use any Cat EC-1 coolant mixed with distilled water when you refill it.
