460 with little manifold vacuum. help

Trying to get to the bottom of my low vacuum problem.
Just picked the truck up, its a 79 f250.
Motor looks to have been rebuilt recently.
moroso oil pan, clean block, rebuilt d0ve heads, compcam roller rockers, edelbrock 460 torker intake.
I put new intake gaskets on it to see if it would help at all, but didnt change anything.
make 5lbs idling.
Their is no vacuum leaks, tried multiple carbs.
runs fine, but wont idle well in gear, weak brakes and it affects the way the trannys shifting.
Seems to be a pretty aggressive cam, just cant believe it only makes 5lbs
Timing is around 13 btdc, didnt check total timing.
Its a Malory mechanical distributor.
any help is greatly appreciated.

Lumpy cams with a lot of overlap don't make much vacuum.
What did you expect?
What is your idle rpm?

Sounds healthy though!
