2150 Carburetor not "loading"
I'm having trouble with my a freshly rebuilt ( not by me ) carburetor. I did a lot of work to this dump truck project which you can read about here if you like :

The final thing that I'm having trouble with is the choke. I've determined that the choke is not loading, which I've come to understand means "closing" the butterfly flap.
When the engine is cold and the throttle is pushed the entire way down, I've been told that the butterfly flap should close entirely. This does not happen.
Until this morning, even pushing the flap down by hand was not possible because the screw that adjusts that is some sort of "step down" adjustment screw was threaded in too far and was stopping the butterfly flap from being able to be pushed closed. I've backed it out a good bit and it is not touching the step down ( thingy ) at all. I've no doubt that this is part of the over all problem, but I'm not sure about its direct relationship to the "loading" of the choke.
I've not taken the "lean" adjustment **** off to see if it is rusty inside or anything like that either.
Any advice on this would be greatly appreciated.
Once the truck is warm it runs like a dream, idles nicely and all that.
