2000 7.3 revving

2000 7.3 revving
My 2000 7.3 started doing something weird. After driving a hour or so it starts revving between 800 and 1000rpm at stop lights and in neutral it goes between 500 and 1000 and almost dies. When I first start it in the mornings it always does this until I push the throttle alittle. but now it is doing it all the time. I change my oil faithfully and the fuel filter at the same time, I also put in diesel injector cleaner. It is stock except for the pipe and a k & n filter which I clean every oil change also. Does anybody have any idea where to start?

K&N in the stock airbox?
Disconnect your ICP and see if it still has that surging idle.

The preponderance of idle fluctuation when cold, which increases as it approaches operating temperature is IPR, ICP, Circuit related. This is not to say it wouldn't be UVCH or connection issue elsewhere. Data is the only bay to beat the beast into submission.
Do you have the ability to recall stored codes and to monitor PID's?
