2000 E250 5.4L Climate control system
The one issue is no matter what selection I have the air on except for off , is the air comes from the defroster vents at what seems to be "normal" flow (as opposed to max) . I don't thing the air compressor is cycling because the idle didn't change . I'm thinking something is sticking but if someone can help with troubleshooting I'd greatly appreciate it .
Check under the hood (right side) on top of the heater/AC box, you'll see a wire connector, and a small vacuum line, check that line for vacuum. Also, there is a vacuum line that runs behind the box, and down to the back side of the heater box, check that line for vacuum.
Although the heat/air switches on the dash are electrically controlled, they in-turn control servo motors that are "powered" by vacuum, to open/close directional "doors" inside the heater box.
Check your vacuum lines up front first, if you have no vacuum present, the lines run along side the right side of the engine, and over to the upper intake plenum.
The '92 I'm driving now, didn't have much use on it, the heater was not working, and I pulled the blower motor off for replacement, and found a large mouse nest inside the heater box

Shop vac the nest out, new blower motor and resistor, and the heat was working fine.
If your van was sitting as you said, pull the blower motor for above ^ story.
Also the engine was idling high, and I replaced every vacuum line on it, 20 year old rubber gets bridle and cracks, and leaks, and that solved that problem. Something you might want to check also. 6 feet of 5/32" vacuum line goes a long ways.
If the AC compressor is not cycling, that's a sign that the system is low on freon, or a leak in the system. You can check this with getting a can of R134 with a gauge on the can, and fill tube, and on the far right side, on the air dryer canister, is the LOW test/fill port, follow the directions on the can, and that should give you an idea of what you have.
