No CEL....
My 96 F350 PSD has no check engine light when I cycle the key on. Should I assume it's a bad bulb or Lok for an issue with the ECU?

Look REEEAL close when you turn the key. The "bulb check" is literally about 1/10 of a second. Don't blink or you'll miss it.

Unplug the MAP sensor and start the engine.
The CEL light will come on, if not then it is burnt out.
