I've seen many cases of test errors pointing to these devices. Was it because the EGR was badly designed/implemented on the Aerostar's first and only year to use it?

don't know but I never had CEL codes with my 1992.
I had replaced 2 and finally gave up. The issue is that moist exhaust when cold and temp changes seem to ruin them. I checked my egr with a vac pump and it stumbles the engine so its working. I too plugged the egr vac hose over 100k ago, no issues so far.
I had to replace the same item on my Mustang a few years ago. I can't figure out what they put into those things to make them so expensive. Even the generic brands, which I don't recommend, are expensive.
