Should of cycled the key 3 times before starting. Try that and see if it starts. Was he having problems before the filter change?

If you have removed the engine fuel filter several times, you may have twisted it or distorted it or crushed it. If so get a new filter. When the fuel filter is installed, it opens a spring loaded valve to let fuel flow to the heads. If the valve is shut, it will not start.
