fuel pressor issue

I got a 95 powerstroke and im trying to find how much fuel presser I have on my truck does anyone have an idea how to do that and where to buy a tool for it ???????

All yiu need is a stick style tire gauge.
On the driver side of the fuel bowl you'll see the fuel pressure regulator it will have a schreader valve on it(looks like valve stem on a tire) check it the with engine running or if it's not starting have someone crank it over while you check.
Caution: put a rag over it as fuel may spray.

Need a min of 20psi to start
You want around 65psi running

im only getting 10psi at start up but when it fires up I get 40+ psi

Shim the regulator. Yiu don't want any more than 70psi

The spring or fuel pump could be weak.

What's the reason behind wanting to check the fuel pressure ?

my truck Isnt wanting to start by itself really it literally takes about 3 seconds to start up and it did it all the sudden about a week ago....its never taken this long to fire it up

Id start looking at the staring system.
Make sure all battery connections are clean, have batteries load tested,( disconnect them from each other)

batteries are new, starter s great .....it spins over really fast but no start for a couple of cranks

This is too low, IMHO. Shimming the fuel pressure regulator (FPR), as suggested, should bring your fuel pressure into the "good" range. The pressure reading is taken at idle. The normal range is 40 PSI to 80 PSI. The closer you are to 80 PSI, the better response you'll have. Don't go above 80 PSI. You'll start having other problems, and staying below 80 PSI is easily accomplished.

This should be done on a regular basis as part of your basic maintenance routine. Also, you should verify the "water" levels in each battery cell, if your batteries are the "maintenance-free" type. Add distilled water, if necessary, to maintain proper levels.

This doesn't sound like a "bad" condition to me. These are big engines and take a bit of spinning before they light up. A couple of seconds of spinning before firing is okay. If you're spinning for an extended period of time, like five seconds (as measured by a watch) or more, then I'd say you have problems.

If your batteries levels are good, they have a full charge, the connections are clean and tight, and the starter is in good shape, one to three seconds of spinning before starting doesn't seem like a problem.

You're in GA, so I don't think this is a weather-related issue, but it might be a bad idea to verify your glow plugs (GP) and glow plug relay (GPR) are in good condition.

I drove it today and twice I had to pop it off with ether because it just kept spinning over but no start and I didn't want to kill my batteries but once it started up it was fine

Just cause the batteries are bew doesn't mean they're good.
