Electrical Problem
I have a 99 Expy Eddie Bauer with trailer towing package. My horn, rear wiper, cruise control all stopped working at the same time. I inspected all fuses under hood and under driver side dash and also swapped relays with 99 F-150. Is there a 3rd fuse panel that I can't find? Checked in owner's manual, no luck so far.
When I mentioned this problem to Ford dealer they insisted there is one fuse that controls all and is located under dash somewhere.

There are 3 fuse panels for the Expy, but I don't think that is your problem. There is the main panel under the dash, and 2 panels under the hood. On the drivers' side, in the engine compartment, there is the main fuse/relay panel and a very small fuse block directly behind it. It only holds 6 or 8 microfuses, and they control the audio system amp, second power outlet, etc. Mostly secondary circuts. I think your problem is the GEM module. It controls alot of the systems you speak of. It is located underneath the dashboard, passenger side. You access it from the TOP of the dash, through a removable panel. On the top of your dash, pass. side. there is a long, oval shaped trim panel about 2 ft. long. It is cleverly disguised as part of the dash, but it is removable. Look directly behind the pass. airbag. Gently pry up this panel to gain access to the GEM module. You will see it is in a spot that may get wet, from a bad windsheild seal.
