Wheel spacers?

Wheel spacers?
I found this spacer on the front end of my sig truck tonight. I pulled the wheel off to inspect my brakes and I found what appears to be a wheel spacer. Is this stock or did somebody add this? And if it's aftermarket will it cause problems or is it okay? It appears about a quarter inch thick. It's in the bottom of the pic on the lugs. Sorry for the crappy pic but it's late and I'm tired.

Look below the square notch on the rotor and you'll see another piece of metal about a quarter inch thick. I can't quite tell if it's another piece added on or part of the rotor but t looks like a groove or gap is between them
