Each engine is different, the biggest factors are idle speed and fuel mixture and ignition timing. But internal wear and condition, What kind of intake/ exhaust system, camshaft profiles, valve tolerances, and everything else also play a part. Even your elevation above sea level.
But on a stock 360 that is tuned properly, I would think right around 20" would be expected. The more the merrier when it comes to vacuum.
