no power to fuel pump

no power to fuel pump

I've got a 1997 4x4 xlt with a recently rebuilt engine less than 2000 miles on it I just replaced the fuel filter fuel pump and the relay and I'm out of Ideas as to what's wrong some times the fuel pump will turn on sometimes it won't don't know what to do now any ideas it turns over just not getting fuel I'm know the pump isn't getting power since I can't hear it kick on

It takes POWER and GROUND for the fuel pump to run.

How did you check for power at the pump connector?

Maybe the pump has lost it ground.

Used a test light and a voltage meter wasn't getting power replaced the pump it took a while before it started working then it worked fine for a day then back to not getting power again I'm wondering if its the pcm

From what you describe in your post you have not gone far enough with diagnostics of the way the pump is controlled.
First, visit a Haynes manual page 12-20 or 12-22 to see the circuit involved.
There is an inertia switch involved in the circuit.
A separate fused power supplies the pump through a relay, through an inertia switch to the pump, not the PCM.
Here is how it works:
At key on, the PCM is powered up and supplies a 'timed' ground to the relay.
That relay pulls up for about 2 seconds +/- then releases as a normal function.
When the motor begins to crank the PCM re-operates the relay to power the pump full time as long as the motor is running over.

Since you seem to have an initial failure before cranking, the circuit has an issue at some point either before the relay/ inertia switch or after these .
Find out if or where power it's missing from the fuse to the inertia switch. Inertia switch to the pump through the harness.
If voltage present right to the end, a ground is missing for the pump..

Let's see now..............pump was not getting power, so, you changed the pump, and then the new pump got power?

Now, its back to not getting power. I assume your voltage meter is reading at the fuel pump connector?

BTW, when you turn the ignition key to the on position the pump will only run for less than two seconds if the PCM doesn't receive a CKP signal.

Do you have 2-seconds worth of voltage at the IFS?

All the PCM does is turn on the control side of the fuel pump relay.

All the PCM does is turn on the control side of the fuel pump relay.
... and that presumes that the PCM is getting ITS power first. Nothing you've reported indicates that you've strayed anywhere near checking this.
