Because you said there is black smoke, that probably means the boost isn't there to burn up the fuel.
So either the turbo isn't running right, or there is a problem with air flowing. Air filter good? What are you seeing for turbo PSI while driving?
If the PSI looks good, chances are it's an issue with too much EGR running into the intake, eliminating usable fresh air.

PSI runs between 100-2000 normal driving.

If the turbo boost is low, then that shows the turbochargers not doing a good job, and not enough air being available to burn the fuel.
If the turbo boost is normal, that means something else is causing the air to be unusable, most likely exhaust in the intake, reducing available fresh air to burn fuel.

Well it all depends on what your doing or how fast your driving, if its idling its around 100 , if your going down the road its around 2000?

Top left corner, I think, is turbo psi boost guage.
Totally stock, the boost will usually hit around 10-15 or maybe 20 psi down the highway. Thats driving nicer not towing.
Exhaust gets into the intake through the EGR system, it is designed to replace oxygen you don't require, and reduce emissions. If everything works perfectly, that is what happens.
Now you said it is sluggish, so the question is; is that because the boost from the turbochargers is low? Or is the boost fine, but the air to recirculated exhaust ratio is out of whack?
If the boost is showing normal range of numbers, that means the turbo should be working, but maybe too much exhaust.
If the boost is lower than normal, the issue could be the turbo or sensor.
Betting money, that either way this is a sensor issue.
Just let us know what the top left guage does, driving on hiway, accelerating, etc.
Try to find someone to read the codes off it, too.
Even if theres no fault codes stored, check out the temperature sensors and see if they look to be right.
I recently had an issue on a car, I know, totally different, but the coolant temp sensor was reading wrong, and baffled mechanics and made it run like crap. Nothing replaces spending time watching the values in the computer while its running and seeing what might cause an issue.

It says "PSIx10 so the guage goes to 4.
So mine runs at around 2 most of the time empty.
One thing Ive noticed is when its coasting , like when you take your foot off the gas pedal then step on it theres a lag before it picks up again?

If you are already stepping on the gas and step harder it takes right off with no lag

I didn't say zero boost I said I was putting to many zeros on it when saying where it ran.
The guage has 0 to 4 on it , mine runs at 2 normally.

So 20 PSI of boost is roughly normal.
Sounds like turbos are working.
The intercooler apparently can build up moisture, and when you hammer the throttle, it can build boost, and suck the water out of the intercooler, and blow a bunch of steam and white smoke out. could this be happening to you?
Otherwise, with boost decent, maybe EGR valve is sticking, somethings blocked, or a sensor is giving a false reading somewhere causing the computer to run too much EGR?

Its the lag that's most annoying.
OR, a bad sensor for MAP or back pressure or something.
It's really hard to tell.
With the engine off, can you move the actuator back and forth on the turbo?
