Does the 360 have a 2piece harmonic balancer (vulcanized rubber separating the 2 parts) or a solid balancer .. If 2 piece check for rubber coming out the between the 2 parts .. Balancer may have spun in which case you'll have inaccurate readings (timing marks will be off) .. If TDC and timing marks are in question then use a piston stop to find TDC to verify timing marks ..

I don't believe it is 2 piece but I am not 100% so I will check to be sure. That thought has went through my head since the dent I owned before the bump had the 2 piece and I had to verify that it hadnt slipped.
Since I am back to work I was able to work on it this morning. I bought new plugs and wires just cause its one thing I have not done yet. While changing plugs I was able to bring it to TDC and to verify that harmonic balancer was correct and it is. Rotor was also pointing to #1 as it should. All the plugs were white and firing as they should although when installing the new plugs #3 really didnt want to tighten up as the rest. I am afraid I may have to heli coil that one. I got it as tight as I was comfortable doing it and let it ride. After I was done I broke out the timing light again, when I purchased the truck the timing was set at 20 degrees BTDC so i went back to that and it has alot more power. I took it down my test drive road and the acceleration was greater than it has been. I came back to the station and bumped it up to 22 degrees. Seemed a little better even, no pinging at all but was a little hard to start when I got back. Im going to wait till it cools down some and see if its still hard to start, if so I will back it back down to 20.
Never had a stock engine have to be timed that far before but hey what do i know but progress has been made.

That kinda sucks on the #3 .. I guess we have to work with what we have .. Your mov'in the ball forward that's what counts

As far as I know it didnt come with an egr but like you said it could have been removed. Also I agree I cant be for sure but what I did was split in half the movement from when the piston would stop moving and start again. That was the only thing I could really do.
I plan on finding another engine at some point and building one so as long as the plug doesnt blow out I should be good till then
