Fuel system issue

I have a 1997 F-150 w/ 224000 on it. It sat for 2 yrs. before I bought it from IDOT. The issue is when I first got it, it had a high idle. Elbow under idle air control had hole, Fixed. Now I have to try 2-3 times cranking it to start. Once started it idles rough, has no power and tries to die. Once it gets to about 15-1700 RPM it has all the power in the world. Gas cap frequently sucks air, even if I don't click the cap tight. My first Ford with fuel injection and emission equipment. All others have been carburated and knew how to fix. Suggestions or fixes greatly appreciated.

Welcome to a 224,000 mile truck and computer control.
It's worn. You need to roll with the issues until they are all solved.
What did you do about the old gas?
Have you tested the fuel pressure?
Have you changed the fuel filter?
Have you cleaned the intake air controller?
You have to address all these items to begin to get a handle on the overall situation on a truck you know little about just as a start..

I ran the truck till the low gas light came on, then filled it up and added a can of Seafoam. I am now on my 4th tank of gas. I have not checked the fuel pressure but when I changed the fuel filter, it would seem there was plenty of pressure at the filter. When I fixed the vaccum leak under the idle air control valve I cleaned it. That is as far as I have gotten so far. My neighbor is a Ford mechanic, he said I need to clean the mass air, and check for hole in diapragm of the fuel pressure regulator. Where would the air intake controller be located.

The IAC is located on the throttle body housing. It has an electrical connector attached.
It controls air bypass therefore idle speed.
The pressure regulator drops the pump pressure from about 85 psi to about 35 psi.
The vacuum part of the regulator only has a pressure range of about 5 to 8 psi.
If you put a pressure gage on the test port and apply vacuum to the regulator it should reduce pressure about 5 to 8 psi depending on how much vacuum is applied. This would prove the diaphragm is good and holding vacuum.
You just have to hang in there and sort things out, one at a time.
