I have a 99 f350 7.3L auto.
The trans has started to shift funny. At the top of each gear as it is shifting to the next it flares, rpm's raise a bit then shifts. After the shift, it waves or pulses, like slight rpm surges before it finally settles in. I'm thinking the torque converter is acting up but I'm no mechanic. Any ideas?

It sounds like slipping clutches, not the converter.
how serious is that, financially speaking? Can that be fixed from the outside? Adjusting the bands?
No there is only one band in that trans and may not even be adjustable. It's probably losing pressure from a worn front pump and the clutches are deep inside. Take it to a trans shop for an evaluation.
