I am running a 4" lift, and mine is at 44" on all four corners. I am not sure how you got the extra 4" in the back, it could be that they are using a larger block, or a normal block with an all spring lift.

Yeah my Ex has a forward rake. Here's a picture of the rear suspension- the leaf spring block on top is about 2.25" tall- not sure if that's a factory block...
I don't like the forward rake I was hoping to remove the block and still use my Rancho's that were made for the 4" lift. Attachment 291758
I am not sure about the shocks, but you should be OK with getting rid of the blocks. I am running 35's on my Ex, and the 4" lift is perfect. Good luck with your project.
Don't know if this matters to you but 6'10" is a standard parking structure height. Mine sits at 6'8" and it was really close. The factory antenna pinged on every crossbeam, too funny.
Interesting on your heights, I just measured mine, and it is sitting right at 7'. There is no way it will fit in my garage, and I will not trust a parking garage unless it is really tall!
