You need to put #1 at TDC and install the distributor with the rotor pointed at the #1 terminal on the cap. I can peek in in the valve cover with the oil filler cap off while turning the engine by hand and see when the intake valve opens/closes. Once it closes use a dowel or whatever in the spark plug hole to determine when the piston is at the top of the bore. Engine will turn much easier by hand if you remove all the spark plugs.
